Bearing in mind the variety of uses, this project main objective is to define an only wrapping, assembling the different parts of this complex programme, its outside has a unifying and volumetric image becoming and urban and civic reference mostly due to its location in the neighbourhood, which generates a welcoming public space representing a new urban landmark.

The building functional programme wide and complex must allow the multi-functionality and simultaneity of the different programmes such as, the Trade Fair showings, the Conference Hall activities, the firm activities, public offices, cafeterias, restaurants, Media centre (radio-Television) and its constructed measures are so meaningful that the programme and its scale are directly related. Its objective is not only to plan a programme for a project, but to control the scale and its proportion, bearing in mind its height, which is conditioned by the Directive Plan Limitations of Reus Airport. When the scale is big and complex, its programme demands financial means savings, transparency of the different part location as well as detailed precision. The building is clearly vertically designed, so as to allow its programme, scale and construction budget control.
